This is the location where I have mine located on both systems but on the rebuilt machine the color scheme is totally different.

Thanks for your idea Patrick ... I will run dt without the user.css and see if it repairs correctly.

I can provide my user.css if you wish, or you can run dt w/o a user.css
and it should be fine.

note: dt recreates missing configuration files when started:
        ~/.config/darktable/
