Relief! There was a bug in gimp 2.10.22. I updated to 2.10.32 and all is easy.

You can check exported images in Finder - Command I (File>get info). In my quick test on Monterey it does show accented characters in Title and Description, which where entered dt. Gimp does show them as well. macOS is the default US English install, no International settings.
