I’m not sure what effects you are trying to recreate in darktable but you might
like to look at the article on edge aware processing
http://www.darktable.org/2012/09/edge-aware-image-development/ as this, as
well as the technical edge aware processing stuff, gives some good examples of
enhancing water surfaces.

Try the clarity or clarity (subtle) presets in the equalizer module. I usually
play with the "mix" slider to tone the
effect down to my liking.
