I can't reproduce that on Ubuntu 12.04 with darktable 1.4. I tried with
1920*1080 resolution and 1366*768.
The scroll bar is always at the right of the drop-down arrows etc for me.

Maybe you should provide a screenshot and you distribution/desktop
environment information.
