That is the vim keys mode. Currently there are these two commands:

:q
:set

:q quits darktable, :set allows to set bauhaus widgets. You it uses the 
localized names, so the following examples will only work with the English 
GUI:

:set sharpen.radius=2.5
:set monochrome.blend.blend=1
:set monochrome.blend.opacity=50

Just play around with it, there is also tab completion.
