erm ... what's difficult about that?
1) send email "is anyone interested in a meeting near <your location here>?
send private email to <you>"
2) wait a few days for feedback
3) find a nice restaurant/bar/pub with space for the number of people who
expressed interest, tentatively reserve space for eg a week later
4) send out email to all with information from 3.
