What's the point of sharpening after resize ? If you mean maintaining detail in picture when resizing on export, I find that darktable does a very good job about it. There's a hack that possible, too: the lens correction module has a "scale" setting that you can adjust from 0.1 to 2.0. But still I'm not sure you actually need this and if it may have some ill effect of image quality.
