When I last looked and compared like for like between AMD and Nvidia the AMD cards were streets ahead on pure openCL performance. Do look at the openCL benchmarks for th cards you are considering- they will NOT be the same as the gaming performance. Cards are generally priced for their gaming performance so for dt only openCL use what you want to look for is a cheap 'slow for gaming ' card that has really good openCL, and that usually means AMD.
I use a now rather old silent (fanless) AMD 6750 and it is fast. These days I think you can get the newer 6850 fanless, and I have seen even the the 6950 modified to fanless with fancy coolers if you want to go that far.
