Togan Muftuoglu builds 12.3, but it is listed as "unstable". http://download.opensuse.org/repositories/home:/toganm:/unstable/openSUSE_12.3/ I use his Tumbleweed packages. Highly recommended. ps: I used to have the same feelings about version changes as you but have been using Tw since 12.1 and never looked back.
