Togan Muftuoglu builds 12.3, but it is listed as "unstable".

I use his Tumbleweed packages.  Highly recommended.

ps: I used to have the same feelings about version changes as you but have
been using Tw since 12.1 and never looked back.  And the longer you
hesitate, the more difficult the upgrade.
