I assume you mean darktable. If not: ignore my answer.

When exporting the aspect ratio of the image will be the one defined in the 
crop&rotate module. So if you set 3:2 there your exported image will be what 
you want. If you need the precise number of pixels to have a 71mm x 29mm image 
at 300 PPI you have to do the math yourself.
If all you want is a value of "300" in the metadata of the exported image you 
can set it in the config (the key being "metadata/resolution"), however it 
already defaults to 300.
