Hi,

For one:
Order of operation is not determined by when something is turned on but on
the postilion in the stack which are IIRC hard coded, you can see this in
which order the operations appear in the active modules tab (on the right
side) and then order is bottom to top (so top is done last) as can be seen
sharpen is pretty much the top most one so always happens somewhere near
the end of the process. (more:

For two:
Not directly but you can make a style that applies your preferred settings
and apply this style automatically (don't use this feature much myself so
can't give further help)
