The "threshold" slider of the sharpen module does exactly that. It's a 
threshold in terms of constrast, it disables sharpening below the threshold.

Not AFAIK with the threshold slider. You can also use blending with a specific 
mask (then, you can view it), but there's no parametric mask for contrast.
