Our slaves will have all the same files in the same locations, but since
we've provisioned a new download server, it's probably much faster to
fetch files across HTTP.

If you want to use a specific version of Helios, then use:

That is what is weird, it should always find the files on
download.eclipse.org, as it should be the first one it gets, instead of
trying a mirror. Maybe this is a p2 director issue that I need to
connect with there.
