Are you sure? Have you tried it out? I installed 
http://download.fedora.redhat.com/pub/fedora/linux/core/development/i386/Fedora/RPMS/kernel-2.6.12-1.1432_FC5.i686.rpm
 on my Fedora Core 4 system and there was no /dev/inotify and nothing in dmesg. 
I also need to upgrade mkinitrd as well. Is an extra parameter needed to enable 
inotify?
