If you have a "real" version of Visual Studio (ie, MSDN), you can download
it from microsoft.com

If you have Office Dev. Ed. you can get it off there.
If you have MSSQL 7 you can get it off that disk.

as for putting it on users machines, your guess is as good as anyone else's,
but I'd guess it has a call-able InstallShield installer.
