#1198: Progress logging in monitor is too eager

The DC monitor's progress/execution log is putting a line in the log for
each 1000 records processed. This is terribly chatter in terms of XML
encoding and file access. We should employ a more sensible method of
writing log statements here, since it has shown to have a quick negative
inpact on overall performance of large jobs with high-performant sources
and jobs!
