#1207: Add pool eviction to JdbcCompiledQuery

It seems that our fix (#1206) for JdbcCompiledQuery introduced a new
issue: The pool of PreparedStatement and Connection is never automatically
evicted. So unfortunately we have another high prio fix for
JdbcCompiledQuery.
Let's make sure that parameters for the pool can at least be set via
system properties so that we can tweak ourselves out of similar issues in
the future.
