Yes, it should go in a plugin, no, at some point in time should the
plugin become a part of core.  This is something that is frustrating
in other pluggable applications and when something moves from a plugin
to core it tends to be irritating to see the bug is 'oh my package
name changed.'  I'm pointing at you merb-helpers_helpers-
helpers_helpers.
