Usually, it uses Google drawing libraries. How I had implemented a similar idea:
1.You must have co-ordinates for all of your post box locations. 2. When page is loaded initialize your map and gather the data for you locations (most likely store it in an array). 3. When ever a circle is drawn, fetch the 'Bounds' of the circle and run through the loop of array to match if the co-ordinates are well inside the bound, if yes then create the marker. Other way of doing it is through Google Fusion table, it really shortens the painstaking of doing the location geo-coding!
