Apart from that, Thej has been creating a portal dedicated to datasets about Bangalore <http://openbangalore.org/>, Accountability Initiative shares datasets on their website <http://www.accountabilityindia.in/datasets>, Transparent Chennai shares datasets on their website <http://www.transparentchennai.com/database/>, and of course India Water Portal has a great collection of datasets <http://www.indiawaterportal.org/data>, just to name a few. Prachi, in response to your second question, I do not think any other country's data portals (or their sub-sites) host public contributed datasets.
