We call these types of Errors Sliver 
Polygons<http://support.esri.com/en/knowledgebase/GISDictionary/term/sliver%20polygon>in
 the business. They are usually a result of improper digitisation process.

If you on the site you have linked, they have credited Empowering 
India<http://www.empoweringindia.org/>for the Constituency shapes.
