This is a very interesting case. I think. I am not too sure, but Mahroof or
Jimish ( marking them separately again ) in the email, can give a bit more
insights.

Can you guys reach out to the data officer again to learn if Surat is the
same case as Ahmedabad ( Where they have data, but don't want to share ).

It will be interesting to call the chief data officer of Surat for one of
the meetups in Ahmedabad, as well.
