You can use Mapunity Groups app (Web - http://www.mapunitygroups.com, Android app - https://play.google.com/store/apps/details?id=org.mapunity&hl=en) for the data collection.
MapunityGroups is a general purpose spatial data collection app which allows you to build templates as per your data collection need and help collect data for that template. You can also build timeline data for a given point - which will help you collect arrival times for the same bus stop at various points of time. Raghavan.
