1. Which state? 2. Have you found at least PDFs or images of the boundaries so far, and if yes then pls share links? 3. Because in the event that the shapefile itself isn't available yet, perhaps someone (like a student or fresher looking to add some xp to their cv) can help you make one using the PDF/image map.
