I'm working with WRI (World Resources Institute) on opening public
transportation data in GTFS format, which is a global open data standard
started by Google and adopted by several transit systems
<http://tracker.geops.ch> in the West. I'm doing things on the programming
side; the other folks on the team are doing the work of meeting agency
officials and getting access - and I must say it's a lot of work. So they
might be good resources to talk with regarding the points you mentioned.

*Here is an open source tool

targeted for use by agencies to manage their schedules and mapping data.
It's in active development so there's several more features to come, and
coding participation is invited (plug: coding internship? Contact me!).

developed by a Bangalore kid (he was 13 or 14 at the time) named Nihar
Thakkar when he found the official things falling short. His app *is here*

I've conversed with him about the experience of creating this. There are
many things he learned along the way that might be good inputs for you as
per your specific questions. From the ground level of course, not the
