Hi Sidharth, 

I am not sure about the Fog levels, visibility levels etc but IMD does do 
district wise monthly averages for rain levels. 

I am not very good at Spatial data analysis but I do know a few friends who 
resorted to spatial data for this analysis as the data quality was good. 
You may want to explore that.
