The authoritative source for a Constituency <> Village lookup is available
at https://lgdirectory.gov.in/downloadDirectory.do (State wise
parliamentary/assembly constituency)

You can take a look at what this looks like for Karnataka here:
https://raw.githubusercontent.com/planemad/india-local-government-directory/master/political/1-2-constituency/29-karnataka-constituency.csv

You could definitely use this to build a lookup to check what all
constituencies are covered in a district, but a 1:1 mapping would be
tricky.
