Hi Anand Thanks for letting us know about this data set, I wasn't aware of it before.
I was able to find microdata from the 2nd-6th minor irrigation censuses (MICs) on data.gov.in itself. I couldn't find data for the 1st MIC. Caveats: (i) the unit of observation varies across the censuses, but the lowest level of geographic identification remains the village name throughout; (ii) most of the censuses (except the 5th one) are split into multiple files, so it may be a pain to download the files manually unless you know how to automate the process using python etc (I'm not aware of how to do that).
