Yes, if "UseDateHeader yes" is set, then DPS will use Dte: header if no Last-Modified header is specified. When DPS trying to reindex document and no -m option is specified, it's sending If-Modified-Since header in request and remote server is taking decision what to reply, 304 Nor modified, or send 200 and new version of document.
