Assuming the "#" is a field name, not to be printed. 
If it is text to be printed, the line is never blank. 

So assuming the number is a field name, try changing the field format to 
(A8;;T). I'm guessing the line is never blank because if the field is 
empty, the present format (A8) gives you 8 spaces.
