Hi Robert, In addition to the excellent comments by Brian Hancock, I might suggest creating the graphic as a vector-based graphic rather than a bitmap. A Windows metafile works well for this.
The difference between vector and bitmap graphics is that a vector graphic is comprised of a set of vectors (angles and lines) rather than dots. So scaled images end up just as sharp as the original. I don't have MS Publisher so I don't know if it can produce WMF graphics or not. I've used the Presentations program that's part of the WP suite to create WMF files and the results have been very good.
