I can't reproduce this problem.  My test was:

----FIRST PAGE HEADER---
Prompt For Variable in RV1
SomeText
[EliminateIFBlank] Rv1:A50
===================
----OTHER PAGE HEADER---
SomeText
[EliminateIFBlank] Rv1:A50
===================

In both cases the line is eliminated if I do not have a zero length string in 
RV1
so I get this

SomeText
Brian
===================

or 

SomeText
===================

in both the First Page and Other Page Header

  I am trying to eliminate a line of information from the other page header if 
the a report variable is null. The function works fine in the first page 
header. I even tried setting the report variable to null in each other page
