I'd suggest you check in Control Panel | Keyboard | Key Settings, to see
if you have set a response for this combination. I have a thoroughly up
to date Win XP SP3 system (recently updated from SP2) and my SHFT-F7 and
the other combinations all work for DP, WP, etc. I doubt the problem is
tied to the newness of the system, unless its default keyboards come
with some special setting for SHFT-F7

UK/US keyboard, the problem is the same.**
