I found the following on the web:

First, test that KB16 runs okay, by entering the command:

C:\Windows\System32\KB16 be,850,C:\Windows\System32\KEYBOARD.SYS

If it works, then adding Keyb16 be,850 to the autoexec.nt should do the trick
