I believe two extra lines at the bottom of the Reports.ste file have to be
present for the import to work.

Export entire structure to an STE file using DPEXP. Open file in text editor
and delete everything down to just before REPORTS: line. Save to a new STE
file.

Now you can import back into another copy of database using DPIMP.

Remember that this only gets the reports on the Report List. If you want to
get reports on the menus also you have to do more editing of the STE file.
