You can manage with just HTML coding, and for something like a customized
message / documents, you probably wouldn't need much in the way of
formatting. I use them a lot for relative complex table layouts, both
because it makes for much simpler syntax, and allows me to change the
appearance of a whole set of documents by simply changing the style sheet.

You can take a look at at the source of www.un-documents.net and
habitat.igc.org/classes/de.htm to see a couple of examples of the syntax
using CSS with HTML.  The latter URL includes links to a variety of other
DP-generated web sites, the more recent of which make use of styles.

If you are curious about CSS, you might want to visit *css Zen Garden: The
Beauty in CSS Design* at http://www.csszengarden.com/.  There is a whole
load of freely available information on CSS - at www.w3.org, e.g.
http://www.w3.org/Style/Examples/011/firstcss - or through a Google search
for css
