Title: Senior Programmer/Analyst START: 12/15/2008 # of Positions: 2 Rate : DOE Client: New York Dept. of Health Duration: 12 months + exts Address: Corning Tower, Room 2009 Albany, NY 12237 Project Description: Assist in the development of Vital Records Centralized Database. The Vital Records Central Database project team will design and implement an electronic repository of vital event data. Vital event data will consist of information collected for New York State births, deaths, marriages and divorces. The database must accommodate verification of vital events by external government entities (non DOH) in a real time and highly available (24/7) environment. It is the goal of the Department to use the new repository as the authoritative source of vital event data, and it will replace existing vital event legacy system data. This project is being undertaken to comply with the Intelligence Reform and Terrorism Prevention Act of 2004 (IRTPA) and the Real ID Act of 2005. Assist the project's lead developer in analysis, design, and development of central database system, including the development of specific Service Oriented Architecture (SOA) components and application XML messages to enable the maintenance and sharing of information within the central database among various Vital Records systems. They will assist with development tasks required to import historic data into the central database. They will assist with developing the services and messaging architecture to work with the central database. They will be responsible for software development tasks including coding, testing, and implementation and will prepare technical and user documentation.
