Which is to say (IIUC) that the international standard is that the first occurrence is B and the second is A, exactly the opposite of the German system. O Weh! I think they just caution you not to confuse the "A" and "B" times with the (military) letter zones A through Z. The fold disambiguation seems to be in the natural A first, then B order.
