In calendaring terms, a day is not reliably 86400 seconds. Because
of daylight savings time, some days are 86400-(60*60) seconds long,
and some are 86400+(60*60) seconds long. If you have a module that
makes this assumption, you should state in your documentation
how/whether it behaves properly when spanning DST switchovers.

And then there are leap seconds....

On a more serious note: is there any reliable knowledge about how
Perl on various platforms behaves if it's running during the moment
of a DST switchover?
