Hi,

I manage DateTime::Precise which is an object oriented package to
manage times with subsecond resolution and in fact uses a private
Math::bigfloat and Math::bigint.

Things that this module has that I haven't seen other modules have
(which doesn't mean they don't do it, I just don't know) that I
would like to see in a common package are:

1) Subsecond resolution.
2) Subsecond math, say using the Math::BigFloat package.
3) Get GPS weeks, seconds and day.
4) Handles an oddity with how the US Geological Survey (USGS) likes
   likes midnight to be 24:00:00 of the previous day, not 00:00:00 of
   the day people expect.
5) Set time from localtime and gmtime.

I'll be glad to help out in giving input for a new common date/time
API but don't have the time to work on it.

Also, if somebody want to take this module over, I'm all for it.
