Have you seen Date::Calendar (inside of the Date::Calc 5.0 package)?
Performs calculations with holidays, i.e., knows about business days.

I thought Date::Manip does it? Am I mistaken?
Date::Calc also has a little support for timezones in version 5.0.
Have you seen that?
