Yeah, that would be bad.  The main reason I hadn't integrated this earlier
was that for some reason, I thought leap seconds were announced with very
little warning (1-2 days), but I found out that they're actually announced
6 months ahead.  Six months is plenty of time to release a new DateTime.pm
package, so I don't see any reason not to integrate it.
