Hmm, timeanddate.com says this: DST ended on Sunday, March 30, 2003, at
3:00:00 AM local daylight time

Implying that the change is from 3am to 2am, not 2am to 1am.

Are you _sure_ you're right for Sydney?  Other parts of Australia have
different rules, some of which I think would be what you describe.
