Most of the modules (all?) are either GPLed or PAL. That means you can freely use and alter them as you see fit, so long as you don't charge for the result and so long as you keep the same licence. I've not seen any, but for copyright details, see above.

Perl.org had major security scares in the past couple of weeks and many things have come and gone .. maybe the site is the current casualty.
