First question: what about copyright? I plan to write something like (taking Ben's FAQ as an example):
Most of the modules (all?) are either GPLed or PAL. That means you can freely use and alter them as you see fit, so long as you don't charge for the result and so long as you keep the same licence. The documentation is considered (AFAIK) to be a part of the code (they're in the same file after all!)
Second question: maybe somebody else has already translated some PODs. May I reuse it? Under which copyright / distribution / license terms?

And a last remark: I cannot access http://datetime.perl.org. Is it down?
Perl.org had major security scares in the past couple of weeks and many things have come and gone .. maybe the site is the current casualty.
