question on DST

I live in a country (and continent) that doesn't observe DST and thus am 
wondering:

1. is DST always (or was, historically; or will be, in the future) 
started at 02:00AM -> 03:00AM and ended at 03:00AM -> 02:00AM?

2. Are there cities/territories that recently switched from observing 
DST to not (or vice versa)?
