"Valid"? Other than the patch he submitted appeared to not take into account a decimal place, there's nothing "invalid" about the suggestion.
The regular expression encompasses values that are generally agreed upon to be civil/nautical/astronomical twighlight (i.e. dusk), plus when the lower disk of the sun touches horizon at sea level, middle of the sun, etc. Same for dawn. Other than these socially based standards, the same equations work perfectly well for arbitrary angles of elevation.
