Ah, I see what you're asking. First of all, the number doesn't matter, as
far as the API is concerned. It's either true or false.
Second, Phoenix _did_ once have DST changes, and that's what the method is
telling you. I've changed the docs to say:
Indicates whether or not this zone has ever had a change to and
from DST, either in the past or future.
Really, this method is primarily there for the benefit of enabling a hack
in DateTime.pm when doing datetime subtraction.
