DateTime::Event::DST (Pulling DST changes from DateTime)

Back in October 2003, I wrote DateTime::Event::DST for exactly this purpose:

It never got anywhere for some reason. I'd think that as DST changes are 
an event, they should be a DT:E module.

The code is in the archive if anyone wants to resurrect it. No idea how 
it worked or if it still works.
