That does not conform to ISO 8601.  Specifically, the hours-in-day
value 24 is only permitted when all less-significant parts have value
0, thus representing the instant of midnight at the end of the day.
"2010-02-02T24:00:00Z" would be a legal ISO 8601 representation,
representing the same instant as "2010-02-03T00:00:00Z".  Even then,
however, it's not a preferred repreentation for a timestamp.
