Bah, screwed up a change to the automatic notification. The actual

* Olson database version 2011l (code 2011i, data 2011l): 439 canonical
zones, 142 links
* new functions olson_code_version and olson_data_version to retrieve
the version numbers of the two parts of the database independently
* in author credits, note new mailing list for maintenance of the
Olson database
* small doc rewording
This is also the first T:OTZ:D release based on a database release from
Robert Elz, hosted at munnari.oz.au. I'm treating such releases as
canonical versions of the Olson database. Dave Rolsky has indicated
to me that he's likewise accepting them for the purposes of making new
versions of DT:TZ.
